Government Specifications and Publications for Secure Facilities
Not only must builders of secure facilities be completely proficient in the appropriate construction techniques; they must also be capable of meeting all the pertinent Government specifications. Any failure to meet all standards and specifications could lead to a potentially deadly security breach. These publications and specifications are not necessarily easy to navigate, and therefore the Government should not assume that any construction firm will be able to comply with them. To maintain these standards, Government agencies must assure themselves that the facilities builder is thoroughly familiar with the specifications involved.
The following publications detail the various specifications related to secure facilities:
• NSA 94-106: National Security Agency Specification for Shielded Enclosures
This specification provides the general requirements for the installation and performance of shielded enclosures to attenuate electromagnetic radiation.
• NSA 65-5 (Classified): National Security Agency Specification for Shielded Enclosures
This publication provides the general specification for RF Shielded acoustical enclosures for communications equipment.
• NSA 73-2A: National Security Agency Specification for Shielded Enclosures
This publication provides the general specification for foil and RF Shielded Enclosure performance.
• NSA 89-01 (Classified Secret): National Security Agency Specification for HEMP
This publication provides the general specification for High Performance Shielded Enclosures and their protection against High-Altitude Electromagnetic Pulse (HEMP).
• MIL STD 188: High-Altitude Electromagnetic Pulse (HEMP) Protection for Fixed Ground-Based C4I Facilities Performing Critical Time-Urgent Missions
This specification contains the technical requirements and design objectives for HEMP protection of ground-based systems and facilities that are part of networks performing critical and time-urgent command, control, communications, computer, and intelligence (C4 I) missions.

This specification contains the technical requirements and design objectives for the Method of Insertion-Loss Measurement.
• MIL-HDBK-232: Installation Specifications
This specification contains the technical requirements and design objectives for the Red/Black Engineering-Installation Guidelines.

This specification contains the technical requirements and design objectives for the General Specification for Filters, Radio Interference
• DCID 6/9: Director of Central Intelligence Directive 6/9
This specification is the manual for Physical Security Standards for Sensitive Compartmented Information Facilities (SCIF). It outlines the security standards governing the construction and protection of facilities for storing, processing, and discussing Sensitive Compartmented Information (SCI) which require extraordinary security safeguards.
• NISPOM: National Industrial Security Program Operating Manual
This publication, NISPOM 5-801, specifies the minimum safeguards and standards required for the construction of Closed Areas that are approved for safeguarding classified material. These criteria and standards apply to all new construction, reconstruction, alterations, modifications, and repairs of existing areas. The NISPOM is also used for evaluating the adequacy of existing areas.
• NISPOM Supplement
The NISPOM Supplement provides the enhanced security requirements, procedures, and options to the NISPOM for Critical Restricted Data (RD) at the Secret and Top Secret Levels; Special Access Programs (SAP); Sensitive Compartmented Information (SCI) or other SAP-type compartmented programs which protect intelligence sources and methods; and Acquisition, Intelligence, Operations, and Support SAP.
